The functional admin will work as part of a team on a project for a federal government agency to assist in the daily execution of system and network administration duties for 17 Training Support Squadron Cyber Operations.  

Responsibilities:  The position will include, but is not limited to, the following tasks:

  • Provide system administration and configuration of standard LMS server and specialized mission applications software.
  • Utilize and manage VMware virtual server to support LMS applications. Optimize the functionality and performance of hardware and software systems.
  • Manage user accounts and passwords, and other duties including testing, troubleshoot, and correct problems relative to interoperability of system components and applications program to include security and software patches. Dispatched as needed to provide on-site customer support.
  • Perform duties associated with deployment and integration of content on the LMS approved application to include all associated plugins/add-ons across 3 networks. Perform account management actions (i.e., creation, modification, deletion) as it relates to the LMS application.
  • Assist with the deployment, and integration of content hosted on the LMS platform, to include content version control. Notify appropriate personnel and customers (internal and external) upon issue resolution. Dispatched as needed to provide onsite customer support.
  • Work closely with help desk to provide end user support.
  • Build user environment in the LMS application, to include multiple course layout, following established course structures. Ensure students and instructors are appropriately assigned to the proper courses on the LMS application. Ensure most current courseware is properly loaded on LMS application. Ensure faculty and staff have appropriate user roles and permissions on Blackboard.
  • Ensure test materials are properly secured on LMS application, such that unauthorized personnel cannot access them. Provide formal training/documentation to customer faculty/staff on day-to-day use of LMS application, to include login procedures, account management resolution, courseware access, test creation, and report generation/retrieval.
  • Apply recognized standards (e.g., NIEM, ISO) to data from internal and external sources and provide recommendations on how to rationalize existing data against the standards.

Basic Required Qualifications and Skills: Note: These are mandatory items that all candidates must have when making application to IMC for this position. Please ensure that your submission addresses each of these requirement items. Candidates without these required elements will not be considered.

  • 3+ years of Blackboard LMS experience
  • At start date, must have an active Blackboard Administrator Certification.
  • 3+ years’ experience in Learning Tools Interoperability (LTI) and Application Program Interface (API) programming.
  • At start date, must possess current Information Assurance Technical (IAT) Level II certification – in ACTIVE status:
    • Security+ CECySA+ (formerly CSA+)
    • GSEC
    • SSCP
    • CCNA Security
    • GICSP
    • CND
  • LMS FSA must have experience in the following:
    • Create/build user environments within the LMS Application.
    • Manage LMS account management.
    • LMS content integration capabilities.
    • System administration of Blackboard Learn 9.x server and other LMS mission applications.
    • Ability to establish LMS application training to other staff members.
    • IA and security compliance of server applications to include patching and STIGs to meet IA protocol controls.
  • Ability to communicate proficiently (both verbally and in written form) with an array of individuals, including management, senior officials, and others.
  • A self-starter with a strong work ethic who sets high standards for self and others and demonstrates enthusiasm for the mission of the team.
  • Due to a customer requirement, as a condition of employment for this position, the successful candidate will be required to obtain and provide proof of COVID-19 vaccination prior to commencing employment.

Desired Qualifications and Skills: It is desirable that the candidate has the following qualifications:

  • Associates degree or higher degree in Information Technology or Information Management.
  • Prior teaching/instructional experience, as well as a course development background.
  • IAT Level III certification in ACTIVE status.
  • Additional LMS and Content Management Systems (CMS) certifications.
