The system analyst will support a project and portfolio management tool and work request management system for the Internal Revenue Service (IRS) IT Strategy and Planning, Business Planning and Risk Management (BPRM) Office and the Enterprise Intake Branch (EIB).

Responsibilities:  The position will include, but is not limited to, the following tasks:

  • Provide thought leadership related to current and future plans for capabilities addressed through Micro Focus PPM.
  • Apply industry knowledge with years of PPM Application expertise and experience to architect solutions to improve current capabilities and processes and introduce new capabilities with the PPM support team.
  • Understand data interfaces and design approaches necessary to support complex integrations leveraging the most current and appropriate technology and techniques.
  • Design PPM architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross- functional requirements and interfaces.
  • Coordinate Micro Focus troubleshooting, system management, and operational activities such as upgrades and patches.
  • Have overall responsibility for managing multiple pre-production and production environments.
  • Define technical requirements for developers/DevOps and provide suggestions during the development stage that meet the customer’s business needs.  
  • Assume the responsibility and leadership for initiatives or modifications to existing process and infrastructure that may include new software solutions.
  • Analyze current processes, suggest improvements, and refine user stories for the project backlog.
  • Assist change management teams in the creation of scripts to be leveraged during user acceptance testing.
  • Provide multi-level presentations on program updates, project cycle, and expected results to companywide organizational senior leaders.
  • Engage in testing, validation, and other quality assurance-related activities.
  • Interact with software architects, information security teams, and infrastructure teams to understand software and hardware limitations and to capture non-functional requirements.
  • Engage in critical thinking and problem-solving activities to help the team explore alternative technical solutions to solve business problems.
  • Provide superior customer service while managing relationships with end users, business area leaders, partners, and vendors to ensure deliverables exceed expectations.
  • Stay current with technological developments in software development, systems, and application support, as well as management and user support practices.

  • Bachelor’s degree in computer science, information technology, or equivalent.  
  • Minimum of seven years of experience related to position responsibilities.
  • Experience with Micro Focus (formerly HP) PPM system.
  • Experience with Business Objects Reports and Tableau.
  • Knowledge PPM system modules: Project Management, Resource Management, Demand Management and Agile.
  • Experience with requirements gathering and documentation.
  • Experience with Test Planning and Execution and Training Development and Delivery.
  • Experience with Micro Focus and/or other PPM system administration, system upgrades and patches, troubleshooting, account management, configuration, etc.
  • Experience developing technology and PPM related roadmaps.
  • Ability to apply comprehensive knowledge across key tasks and high impact assignments.
  • Ability to develop and manage internal procedures and documents to provide a high level of application integrity and availability and to ensure timely, effective support.
  • Experience with project and portfolio management.
  • Customer-service focused with ability to speak business and IT fluently, as well as understand and possess the ability to navigate IT processes to efficiently resolve business requests.
  • Superb attention to detail, critical thinking and analysis skills, and excellent oral and written communication.
  • Strong communication skills across all levels (users, stakeholders, leadership, and IT).
  • Team player with a sense of ownership and pride in your performance and its impact on the company’s success, with the ability to work independently, self-motivated and work cooperatively.

Desired Qualifications and Skills: It is desirable that the candidate has the following qualifications:

  • Ability to develop and provide oversight for process diagrams, flowcharts, and other visuals; analyze needs to technical requirements; gap analysis; and represent the program at required forums.
  • Subject matter expertise and knowledge of technology solutions being used by the enterprise as well as understanding how business processes are leveraging those technologies.
  • Previous IRS experience.
  • Strong change and communications management experience.
  • Experience with Tableau and SAP Business Objects.
