The senior technical business analyst will manage the stakeholder engagement tasks on a Department of Homeland Security (DHS) project. This position will support information sharing tasks to facilitate public and private information sharing, working from the candidate’s home as a telecommuter.

Responsibilities:  The position will include, but is not limited to, the following tasks:

  • Serve as a senior-level IT consultant.
  • Support the customized SharePoint technology platform which is used as the backbone for managing and distributing the program’s critical infrastructure data.
  • Support business process engineering enhancements.
  • Support requirements development and management.
  • Support a DHS program that collects, manages, and distributes critical infrastructure data to stakeholders.
  • Develop project metrics and conduct audits of the system against those metrics.
  • Provide project technical support to the IMC team, DHS employees and contractors, and external stakeholders.
  • Oversee, collect manage and implement analytical requirements to support stakeholder requirements.
  • Support the work for all stakeholders or mission areas as designated by the DHS HSIN-CI Program office.
  • Support projects of varying scope and duration simultaneously, while maintaining alignment with integrated business processes and program goals.

  • BS or MS from an accredited institution of higher learning in computer science, IT, or related field, or the equivalent combination of education, technical training, or work experience.
  • Min. 10 years of experience in information systems, customer relationship management, computer engineering, geographic information systems, web design, digital arts and sciences, or public information communication.
  • Must be able to perform duties remotely.
  • Must be able to work independently with little to no supervision or oversight.
  • Ability to accommodate multiple projects.
  • Experience in one or more of the following areas – Project Management, Strategic Communications, Stakeholder Engagement, Training, Customer Relationship Management (CRM), Requirements Gathering, Project Management.
  • Working knowledge in portal-based collaboration platforms (e.g., MS SharePoint, NC4), real-time collaboration platforms (e.g., Adobe Connect, WebEx, GoToMeeting), and web-based requirements management and KM platforms (e.g., JIRA, Confluence).
  • Due to a customer requirement, as a condition of employment for this position, the successful candidate will be required to obtain and provide proof of COVID-19 vaccination prior to commencing employment.
  • Ability to obtain and maintain a Favorable DHS Fitness decision.
  • Pursuant to a government contract, this specific position requires U.S. Citizenship.

Desired Qualifications and Skills: It is desirable that the candidate has the following qualifications:

  • Experience in DHS as a Government employee or contractor.
  • Experience in stakeholder engagement management.
  • Experience with geospatial collaboration platforms (e.g. ESRI ArcGIS, Google Earth), data exchange standards (e.g. NIEM, JIEM, GJXML), and/or Customer Relationship Platforms (e.g. Salesforce, MS Dynamics, HELM).
